The firing of a noon day gun from the parapets of the hilltop Citadel frightens tourists and calls Haligonians to lunch. It's this type of living history which provides surprises in this quirky, coastal capital. Founded by the British in 1755 to protect the original 13 colonies from attack by the French, Halifax remains headquarters for Canada's Atlantic Fleet. It's also home to seven universities, the Bedford Institute of Oceanography and , federal and provincial government departments, as well as a healthy high- tech sector. The result is that Halifax has more Ph.D.s per capita than any other Canadian city. Oddly, it also has one of the largest Buddhist communities on the continent.It's a small (pop. 360,000), safe, fun city, traditional, not stuffy - where it's not unusual to see bagpiper-lead pub crawls or kilt-clad buskers outside the Public Gardens.
