Dubai's metamorphosis is well underway. No longer a barren desert wasteland, instead the landscape of this bustling, rich metropolis is 'under construction', and will soon include mammoth theme parks and a 'new' giant steel tower. Here, the government takes its nation's development seriously. Once a project is confirmed, building begins at a fervent pace. Residents and tourists are now spoilt for choice in the arena of luxury hotels and licensed restaurants. However, traffic continues to create havoc but is set to improve in the next few years. The weather is suitable for an abundance of outdoor activities, except during the stifling summer. World-class entertainment and events are plentiful from November to April. One of the most liberal places to visit in the Middle East, Dubai provides a glimpse of Arabic culture and Islamic beliefs. UAE nationals account for only 11% of the total population (nearly 1.3 million people), while the rest is made up of foreigners.
